The monthly meeting of the Board of the St. Louis County Library District was held at the Mahlon P. Wallace Headquarters Branch, 1640 S. Lindbergh Blvd., St. Louis, MO on Monday, November 20 at 3:30 p.m.  The agenda had been posted in all branches of the Library District at least 24 hours before the meeting.

The MINUTES, dated Monday, October 16, 2006, were approved by general consent.

 

 

TREASURER’S REPORT:

 

The Treasurer’s Report dated October 31, 2006, was received by the Board, subject to audit. Gary Holdefer reported that the HVAC projects for Prairie Commons & Florissant Valley have been completed.

 

 

 

 

 

DIRECTORS’ REPORT:

 

NATURAL BRIDGE – Mr. Pace reported that a car lost control and ran into the Natural Bridge Branch on November 8th.  The men’s and women’s public restrooms were destroyed.  No one in the branch was injured. Repairs have been estimated at $92,000.  The driver was insured.

 

NEW COMMITTEES – Two new committees have been formed. The Staff Advisory Committee will be chaired by Laura Bigelow and the Awards Committee will be chaired by Barbara Brain.  The Awards Committee will look for recognition opportunities for the library.

 

CONSULTANT – Mr. Pace announced that he has requested David Baker, a fund raising consultant, to join us at the December Board meeting.  He will present some ideas for fund raising that can be followed by SLCL.

 

NEW TELEPHONE SYSTEM – Bill Rodgers reported that new federal e-rate guidelines required the Library to re-open the phone RFP for 28 days in order to qualify for e-rate reimbursement.

 

FRIENDS – Mr. Pace asked Julie Cruise to give an overview of the Friends organization.  She reported that Friends are promoted most effectively through staff interaction with the public.  There are also displays at each branch. A Friends newsletter is issued quarterly.  Currently there are 850 members of the Friends. 

 

COMMUNICATIONS MANAGER– We are currently continuing interviews for the Communications Manager position.

NEW BUSINESS

 

AUTOMOTIVE – The Board approved the bid from Marty Concila Dodge for a new in-stock Dodge Charger for the Library Director, at the cost of $27,571. (Stricker/Gershman).

 

TECHNOLOGY – The Board approved the quote of Systems Service Enterprises (SSE) to conduct a security audit and disaster recovery review, at a cost not to exceed $15,000. (Weinstock/Tai).

 

BUDGET - The Board reviewed the 2007 budget.  After discussion, the Budget was approved (Stricker/Gershman).

 

 

BOARD BY-LAWS – The Board discussed the Board bylaws.  Discussion ensued.  They will review and act in December on recommended changes.

 

CLOSED SESSION

Mr. Stricker moved that the open meeting adjourn and the Board reconvene in closed session pursuant to Section 610.021 subsection (1), (2), (3), (9), (11), (12), (13) and (14) to discuss matters relating to legal actions, causes of action or litigation; property acquisition or sale and any personnel matters involving hiring, firing, discipline and promotion.  Mrs. Weinstock seconded.  All approved by individual voice vote.

 

The meeting adjourned at 4:20 p.m.
