The monthly meeting of the Board of the St. Louis County Library District was held at the Mahlon B. Wallace Headquarters Branch, 1640 S. Lindbergh, St. Louis, MO 63131 on Monday, May 21, 2007, at 3:30 p.m. The agenda had been posted in all branches of the Library District at least 24 hours before the meeting.

The Minutes, dated Monday, April 16, 2007, were approved by general consent.
Gary Holdefer, congratulated Denise Keller on becoming a Certified Public Finance Officer. She is one of only four in the St. Louis area and one of 350 in the nation.
The Treasurer’s Report dated April 30 was reviewed by the Board. The report was accepted by general consent, subject to audit.
Time Management Software - Mr. Pace reported that time management software has been fully implemented. There have been some complaints but they have become minimal.
Internet Use Policy - Mr. Pace reported that the internet use policy has been renamed computer use policy to address privacy and other issues.
D.O.L.L. Visit - Mr. Pace recently attended St. Louis Public Library to attend a Directors of Large Libraries meeting. He toured some City branches as well. He invited the Board to also tour some City branches when time allows.
OASIS Meeting - Mr. Pace was invited to a meeting with an OASIS representative. He is reviewing a proposal to develop a partnership with the organization.
Town and Country / Frontenac Meeting - St. Louis County Library Foundation has received the Civic Organization of the Year Award from the Town and Country/Frontenac Chamber of Commerce.
New Cooling Tower - A new cooling tower was installed at Headquarters resulting in the loss of air conditioning for three days. The Library remained open. Staff is to be congratulated.
New Staff - Anna Schurk has been appointed as the new supervisor at the Indian Trails Branch. Bianca Roberts has resigned as Youth Services Coordinator to accept a position in Pennsylvania. We wish her well in her new job.
Author Events - A stellar series of author events recently took place at Headquarters. Over eight hundred people attended the Paula Deen event. More than two hundred people came to hear Nathaniel Philbrick and more than three hundred attended a talk by Walter Isaacson. Jim Bogart and Carrie Robb are to be congratulated in putting together these highly successful programs.
United Way Grant - The Library has received a $25,000 grant from the United Way Foundation to purchase materials and totes for an expanded early literacy and reading readiness program. The number of preschools using this service will be expanded from 11 to 40.

Building Operation (Security Guards) - The Board approved the low bid of B&W Security to provide off-duty police officers at seven branches. The rate is $21.95 per hour (Weinstock/Stricker).
Building Repair (Electronic Keypad Door Locks) - The Board approved the low bid of B&W Security to provide off-duty police officers at seven branches. The rate is $21.95 per hour (Weinstock/Stricker).
Building Repair (Branch Security) - The Board approved hiring Tech Electronics for installing security panels, door sensors and motion detectors at four branch facilities at a cost of $26,155 (Weinstock/Stricker).
Computer Use Policy - The Board approved changing the Internet Use Policy title to Computer Use Policy and revising wording in the policy to reflect the recent installation of the time management software (Stricker/Weinstock).
Life and Vision Insurance - The Board approved renewals for three employee benefits. There will be a 0% increase for the Library’s basic life, accidental death and dismemberment and long-term disability insurance through Reliance Standard. There is a 0% renewal from Crown Optical, the Library’s vision insurance provider. Daniel and Henry administers the Library’s 125 flexible spending account plan. There will be no increase in the cost to administer this plan (Stricker/Weinstock).
Closed Session - Mr. Stricker moved that the open meeting adjourn and the Board reconvene in closed session pursuant to Section 610.021 subsection (1), (2), (3), (9), (11), (12), (13) and (14) to discuss matters relating to legal actions, causes of action or litigation; property acquisition or sale and any personnel matters involving hiring, firing, discipline and promotion. Mrs. Weinstock seconded. All approved by individual voice vote.
