RFID-BASED AUTOMATIC MATERIALS HANDLING (AMH) SYSTEM - Request for Proposals (pdf, 45.8k)

The Board of Trustees of the St. Louis County Library District (“Library District”) is accepting proposals (“Proposal” or “Proposals”) pursuant to this Request for Proposals from qualified vendors for providing and installing a RFID-based book return, connected to an RFID-Based Automated Materials Handling (AMH) System (the “Project”) at various locations of the Library District including the South County Regional Branch and other Library District locations on an as-needed basis (the “As-Needed Locations”) directed by the Library District, to work in conjunction with the Library District’s existing Integrated Library System (“ILS”).  Vendors shall submit one Proposal based on the design specifications for the South County Regional Branch, and a second general Proposal for future installations of the Project at the As-Needed Locations.   Vendors are encouraged to visit the South County Regional Branch location to take measurements and review field conditions. See the attached drawings, specifications, schedules and instructions marked Attachment “A” for South County Regional Branch.  Vendors are responsible for examination of all drawings, specifications, schedules and instructions for the Project.  When described herein, Proposal shall mean both the Proposal for the South County Regional Branch and the Proposal for the As-Need Locations.

All Proposals are due no later than 2:00 P.M. C.D.T., on August 29, 2014.

Vendors shall deliver the completed Proposal in accordance with the Proposal Requirements of this Request for Proposals.  A vendor shall complete the Proposal as required in this Request for Proposals and deliver the completed Proposal in a sealed envelope marked “RFID-Based Automatic Materials Handling (AMH) System.”  
To protect the integrity of the Proposal selection process, any questions concerning this Request for Proposals, the Proposal process or Proposal specifications shall be emailed only to ebutton@slcl.org in accordance with this Request for Proposals.

It is anticipated that the Proposals will be considered by the Library District’s Board of Trustees at the September 15, 2014 meeting after consideration by the Selection Committee and recommendation to the Director (as defined below).

The Library District reserves the right to reject any and all Proposals and to waive formalities in the best interest of the Library District.


Masonry at Mid-County Branch - Invitation for Bid (pdf, 1.5 MB )

The Board of Trustees of the St. Louis County LIbrary District is accepting bids pursuant to this Invitation for Bid from qualified businesses for masonry work and repair at Mid-County Branch, 7821 Maryland Ave. St. Louis, MO 63105. Please visit the Mid-County Library District Location to take measurements and review field conditions. See the attached drawings, photos, specifications, schedules and instrucitons marked Attachment "A" for brick work and repair. Bidders are responsible for examination of all drawings, specifications, schedules and instructions for the Project.

All Bids are due no later than 1:00 P.M. C.T., on September 3, 2014.

Please deliver the completed Bid in accordance with this Invitation for Bid to the Library District's Headquarters at 1640 S. Lindbergh Blvd., St. Louis, MO, 63131, Attention Ed Clark, Facilities Manager.

Sealed bids will be received by the Construction Manager, S. M. Wilson & Co. at The St. Louis County Library Headquarters Main Auditorium (1640 S. Lindbergh Blvd. St. Louis, MO 63131-3598), at 4:00 PM on Wednesday September 3, 2014 for the Bid Package(s) described herein.  Bids will be opened publicly and read aloud at that time.  Bids MUST be hand delivered to the above address by 4:00pm on September 3, 2014.

There will be an Outreach Meeting/Pre-bid Meeting on Tuesday August 26, 2014 at
11:00 AM
.  The meeting will be held at The St. Louis County Library Headquarters Main Auditorium (1640 S. Lindbergh Blvd. St. Louis, MO 63131-3598).  The purpose of this meeting is to address technical questions about the project from the prospective bidders and to encourage collaboration between majority subcontractors and W/MBE subcontractors.

The deposit for these documents will be returned to each bidder submitting a regular bid in accordance with the provisions set forth herein and/or who returns the documents in good condition within ten (10) days after the opening of bids.

St. Louis County Library is a TAX EXEMPT entity.  All bids are to be submitted without tax.

St. Louis County Library reserves the right to reject any and all Bids, to waive informalities therein to determine the lowest and best bid, and to approve the Bond (if applicable).  The prevailing wage law is in effect on this project.  No Bid may be withdrawn for a period of sixty (60) days subsequent to the specified time for receipt of Bids.

A Bid Bond or Certified Check made payable to the St. Louis County Library, in the amount of 5% of the Base Bid shall accompany the Bid Packages as a guarantee that the bidder, if awarded the Contract, will furnish a satisfactory Performance and Payment Bond; execute the Contract; and proceed with the work.  Upon failure to do so, he shall forfeit the deposit or amount of the Bid Bond as liquidated damages, and no mistakes or errors on the part of the Bidder shall excuse the Bidder or entitle him to a return of the deposit or Bid Bond.

If a Bid Bond or Certified Check is not attached to the bid at the time of the opening, the bid will not be read or considered for the project.

The Statutes of the State of Missouri require that not less than the prevailing rate per diem, legal holiday and overtime wages in the locality where the work is to be performed, be paid to all laborers, workmen and mechanics employed in the execution of the Contract.  All other Statutes of the State of Missouri covering employment shall apply to any Contract awarded.

Bidders must be in compliance with the rules and regulations of the Fair Employment Practices Commission.
