The Board of Trustees of teh St. Louis County Library District is accepting bids pursuant to maintaining the grounds at nineteen different locations of the Library District indlucing the following:
Please visit each Library District Location to take measurements and field conditions. See the attached drawings, specifications, schedues and instructions for maintaining the grounds at nineteen different locations (appendix A). Bidders are responsible for examination of all drawings, specifications, schedules and instructions for the Project.
All Bids are due no later than 2:30 P.M. C.T., on August 5, 2014.
Please deliver the complete Bid in accordance with this Invitation for Bid to the Library District's Headquarters at 1640 S. Lindbergh Blvd., St. Louis, Missouri, 63131, Attention Ed Clark, Facilities Manager.
To protect the integrity of the Bid selection process, any questions concerning this Invitation for Bid, the Bid process or Bid specifications shall be emailed only to email@example.com and firstname.lastname@example.org in accordance with this Invitation for Bid.
A bidder shall complete the Bid as required in this Invitation for Bid and deliver the completed Bid in a sealed envelope marked "Grounds Maintenance at Nineteen Locations." Bidders must bid on all Library District Locations for the Project.
It is anticipated that the Bids will be considered by the Library District's Board of Trustees at the Augst 18, 2014 meeting after consideration by the Selection Committee and recommendation to the Director.
The Library District reserves the right to reject any and all Bids and to waive formalities in the best interest of the Library District.
Sealed bids will be received by the Construction Manager, S. M. Wilson & Co. at The St. Louis County Library Headquarters Main Auditorium (1640 S. Lindbergh Blvd. St. Louis, MO 63131-3598), at 2:00 PM on Tuesday July, 29 2014 for the Bid Package(s) described herein. Bids will be opened publicly and read aloud at that time. Bids MUST be hand delivered to the above address by 2:00pm on July 29, 2014. No mail in Bids will be accepted.

There will be an Outreach Meeting/Pre-bid Meeting on Friday July 11, 2014 at 10:00 AM. The meeting will be held at The St. Louis County Library Headquarters Main Auditorium (1640 S. Lindbergh Blvd. St. Louis, MO 63131-3598). The purpose of this meeting is to address technical questions about the project from the prospective bidders and to encourage collaboration between majority subcontractors and W/MBE subcontractors.

The plans may also be ordered from Hampton Printing Services (2185 Hampton Avenue P.O. Box 5210 St. Louis, MO 63139) for a refundable deposit of $250.00 per set of plans and specifications and bidding documents. All checks should be made out to the St. Louis County Library. Contractors must request plans at least 24 Hours in advance of pick up.
The deposit for these documents will be returned to each bidder submitting a regular bid in accordance with the provisions set forth herein and/or who returns the documents in good condition within ten (10) days after the opening of bids.
St. Louis County Library is a TAX EXEMPT entity. All bids are to be submitted without tax.
St. Louis County Library reserves the right to reject any and all Bids, to waive informalities therein to determine the lowest and best bid, and to approve the Bond (if applicable). The prevailing wage law is in effect on this project. No Bid may be withdrawn for a period of sixty (60) days subsequent to the specified time for receipt of Bids.
A Bid Bond or Certified Check made payable to the St. Louis County Library, in the amount of 5% of the Base Bid shall accompany the Bid Packages as a guarantee that the bidder, if awarded the Contract, will furnish a satisfactory Performance and Payment Bond; execute the Contract; and proceed with the work. Upon failure to do so, he shall forfeit the deposit or amount of the Bid Bond as liquidated damages, and no mistakes or errors on the part of the Bidder shall excuse the Bidder or entitle him to a return of the deposit or Bid Bond.
If a Bid Bond or Certified Check is not attached to the bid at the time of the opening, the bid will not be read or considered for the project.
The Statutes of the State of Missouri require that not less than the prevailing rate per diem, legal holiday and overtime wages in the locality where the work is to be performed, be paid to all laborers, workmen and mechanics employed in the execution of the Contract. All other Statutes of the State of Missouri covering employment shall apply to any Contract awarded.
Bidders must be in compliance with the rules and regulations of the Fair Employment Practices Commission.
