Sealed bids will be received by the Construction Manager, S. M. Wilson & Co. at The St. Louis County Library Lewis & Clark Branch Meeting Room (9909 Lewis & Clark Boulevard, St. Louis, MO 63136), at 2:00 PM on Thursday March 12, 2015 for the Bid Package(s) described herein. Bids will be opened publicly and read aloud at that time. Bids MUST be hand delivered to the above address by 2:00pm on March 12, 2015. No mail in Bids will be accepted. Courier bids will be accepted to the above stated bid location with Attention to Steve Hunter St. Louis County Library.

There will be an Outreach Meeting/Pre-bid Meeting on Thursday March 5, 2015 at 9:00 AM. The meeting will be held at The St. Louis County Library Lewis & Clark Branch Meeting Room (9909 Lewis & Clark Boulevard, St. Louis, MO 63136). The purpose of this meeting is to address technical questions about the project from the prospective bidders and to encourage collaboration between majority subcontractors and W/MBE subcontractors. This project will have W/MBE enterprise goals of 15% MBE participation and 5% WBE participation.

The plans may also be ordered from Hampton Printing Services (2185 Hampton Avenue P.O. Box 5210 St. Louis, MO 63139) for a refundable deposit of $100.00 per set of plans and specifications and bidding documents. All checks should be made out to the St. Louis County Library. Contact Hampton Printing Services to order a set of documents. (314/633-9623 phone, e-mail, or 314/644-0390 fax.) Contractors must request plans at least 24 Hours in advance of pick up.

The deposit for these documents will be returned to each bidder submitting a regular bid in accordance with the provisions set forth herein and/or who returns the documents in good condition within ten (10) days after the opening of bids.


St. Louis County Library is a TAX EXEMPT entity. All bids are to be submitted without tax.


St. Louis County Library reserves the right to reject any and all Bids, to waive informalities therein to determine the lowest and best bid, and to approve the Bond (if applicable). The prevailing wage law is in effect on this project. No Bid may be withdrawn for a period of sixty (60) days subsequent to the specified time for receipt of Bids.


A Bid Bond or Certified Check made payable to the St. Louis County Library, in the amount of 5% of the Base Bid shall accompany the Bid Packages as a guarantee that the bidder, if awarded the Contract, will furnish a satisfactory Performance and Payment Bond; execute the Contract; and proceed with the work. Upon failure to do so, he shall forfeit the deposit or amount of the Bid Bond as liquidated damages, and no mistakes or errors on the part of the Bidder shall excuse the Bidder or entitle him to a return of the deposit or Bid Bond.


If a Bid Bond or Certified Check is not attached to the bid at the time of the opening, the bid will not be read or considered for the project.



The Statutes of the State of Missouri require that not less than the prevailing rate per diem, legal holiday and overtime wages in the locality where the work is to be performed, be paid to all laborers, workmen and mechanics employed in the execution of the Contract. All other Statutes of the State of Missouri covering employment shall apply to any Contract awarded.


Bidders must be in compliance with the rules and regulations of the Fair Employment Practices Commission.
